This can be solved by using plugins on your server to create multi-version support.



To make the plugin work, you must first set up your server. This will require that the server be set to the latest supported version, in this case, version 1.8. Any new features will not be available to players after this version.



There are a few plugins that create multi-version support, but the most used is Via Version. Spigot is a good choice for this plugin.

Once you have installed this plugin on your server, players will be able to connect to any version 1.8.0-1.13.2.

It's done with a mod. Vanilla Minecraft doesn't have this feature.



And for good reasons, because opening a server for more than one version brings with it lots of compatibility issues, many of which are impossible to solve. There's usually no reason for a server to support more than one version, the players can just start Minecraft in the server's version to play on it.
